Dip the cotton in the soapy water. Take wet balls of cotton, attach a piece of tinsel (often the ball of cotton is put in the middle of the tinsel so that two strings hang down from the ball), and throw the ball up on the ceiling. Mongolian decorating tip
This is no Martha Stewart decorating tip, but you might be curious to know how Mongolians decorate at this time of year. Many of the places that I visit have strings of tinsel hanging down from the ceiling. Here is how it's done.
